Inflate a balloon leaving up to a half—inch flat tail (Pic 1).
We are going to twist three bubbles of the same size. Fold the balloon triple to find the size of one—third of the balloon (Pic 2).
Twist the first bubble one—third of the size of the balloon (Pic 3).
Lock both ends of the first bubble in one lock twist (Pic 4). This step is marked with arrows between points A and B on the scheme.
Twist the second bubble of the same size (Pic 5).
Lock both ends of the second bubble in one lock twist (Pic 6). This step is marked with arrows between points B and C on the scheme.
Twist the third bubble of the same size (Pic 7).
Lock both ends of the third bubble in one lock twist (Pic 8). This step is marked with arrows between
points C and D on the scheme. The rest of the balloon is the fourth bubble.

You have made the bloom (Pic 9).
Attach the bloom to the stick (Pic 10).
Congratulations, you have made the flower (Pic 11).
There are other ways to make the same flower. For instance you can make a basic three fold hat (see instructions for hat 1 or hat 2). Then you simply have to lock both ends of any big bubble to make the flower. There are some ideas on how to make flowers using just the three petals blooms. Twist two blooms (Pic 12).
Attach two blooms to each other by locking their bubbles in one lock twist. If you have two blooms of a different color you may arrange the petals in symmetric patterns (Pic 13).
You may force one color petal inside of the other color petal (Pic 14) and etc.
