We are going to use one balloon to make the skirt and the second balloon to twist the top of the dress. Let’s make the skirt. Inflate a balloon leaving a two—inch flat tail (Pic 1).

Twist the first seven—inch bubble (Pic 2).

Lock both ends of the first bubble in one lock twist (Pic 3). This step is marked with arrows between points A and B on the scheme 1.

Twist the second seven—inch bubble (Pic 4).

Lock both ends of the second bubble in one lock twist (Pic 5). This step is marked with arrows between points B and C on the scheme 1.

Twist the 3rd eleven—inch bubble (Pic 6).

Lock both ends of the third bubble in one lock twist (Pic 7). This step is marked with arrows between points C and D on the scheme 1.

Force and fix the first and the second bubbles half way in the loop of the third bubble (Pic 8 and 9).

Twist the fourth soft one—inch bubble (Pic 10).

Lock both ends of the fourth bubble in one lock twist (Pic 11 and 12). This step is marked with arrows between points D and E on the scheme 1.

Twist the fifth soft one—inch bubble (Pic 13).

Lock both ends of the fifth bubble in one lock twist (Pic 14 and 15). This step is marked with arrows between points E and F on the scheme 1. The rest of the balloon is the sixth bubble. The last three bubbles helps to keep the skirt in a proper position.

You have made the skirt. Now we are going to make the top of the dress. Inflate the second balloon leaving a four—inch flat tail (Pic 16).

The first two bubbles you twist to make the shoulders of the dress. Twist the first seven—inch bubble (Pic 17).

Lock both ends of the first bubble in one lock twist (Pic 18). This step is marked with arrows between points A and B on the scheme 2.

Twist the second seven—inch bubble (Pic 19).

Lock both ends of the 2nd bubble in one lock twist (Pic 20). This step is marked with arrows between points B and C on the scheme 2.

Twist the third three—inch bubble (Pic 21). The rest of the second balloon is the fourth bubble. You have made the top part of the dress.

Attach the top part of the dress to the skirt. Lock the free end of the third bubble (Point D on the scheme 2) of the second balloon between the bubbles of the first balloon (Pic 22 and 23).

Lock both ends of the fourth (the last) bubble of the 2nd balloon in one lock twist (Pic 24 through 26). This step is marked with arrows between points D and E on the scheme 2. Congratulations, you have made the dress.

You can attach a head with arms (see the doll 2mermaid instructions and etc. for how to make a head with arms) to the dress (Pic 27).

Attach the head of the doll between the first and the second bubbles of the top of the dress (Pic 28).

Force arm bubbles half way in the loop of the shoulder bubbles of the dress (Pic 29 through 32). The arm bubbles should just slightly protrude from the loop of the shoulder bubbles. Fix all bubbles in proper positions. Congratulations, you have made the doll. Have fun and happy twisting :)
