First we are going to make the base of the hat with triangular center part of the heart.
Inflate a balloon leaving about 11 cm flat tail.
Twist a chain of three bubbles making each bubble of about 7 - 8 cm long.
Lock both ends of the chain of the first three bubbles in one lock twist.
Wrap the rest of the balloon around your head to measure the size of the next bubble. The length of the next bubble together with one of the first bubbles makes the size of your head.
Twist the next long bubble of appropriate size.
Lock the free end of the last bubble between the first and the second bubbles. We have made the base of the hat with triangular center part of the heart. Make sure the hat fits you.
Cut off the rest of the balloon and tie off the end.
Inflate the second balloon leaving about 16 - 17 cm flat tail.
We are going to twist the first 13 bubbles of the same about 3 cm size. Twist the first bubble.
Lock both ends of the first bubble in one lock twist.
Lock the first bubble of the second balloon between the first and the second bubbles of the first balloon.
Twist a chain of the next six bubbles.
Lock both ends of the last bubble in one lock twist.
Lock the last bubble of the second balloon between (the second and the third) bubbles of the first balloon in the top part of the hat.
Twist a chain of the next six bubbles.
Lock both ends of the next bubble in one lock twist.
Lock the last bubble of the second balloon between the third and the first bubbles of the first balloon.
Twist the next about 4 cm bubble. Twist the next about 3 cm bubble. Twist the next about 4 cm bubble.
Lock the last bubble of the second balloon with the first bubble of the second balloon. Here is the view from the back of the hat.

Cut off the rest of the second balloon and tie off the end. Basically, we have already made the heart. Though, I think it would look better if we lock both ends of the small bubble at the bottom of the heart.
Congratulations! We have made the heart balloon hat. Here is the back view.

You can use combinations of different or the same color balloons to make this sculpture. Also, you can make it as a bracelet.
