First we are going to make the base of the hat. It consists of two parts: the front and the rear. Let's make the front part. Inflate a balloon leaving about 17 cm flat tail.

We are going to make front part of the hat using small and large bubbles. Make all small bubbles of the same about 2 - 3 cm, and all large size bubbles of the same about 4 - 5 cm. Twist a pair of the first two small bubbles.

Lock all ends of the first two small bubbles in one lock twist.

Twist a large bubble. Twist a chain of the next two small bubbles.

Lock all ends of the last two small bubbles in one lock twist.

Twist a large bubble. Twist a pair of small bubbles. Lock all ends of the last two small bubbles in one lock twist. We have made total of seven pair of small bubbles separated by six large bubbles. We can use the rest of the balloon as a spike (if it's of appropriate size).

Or we can cut off the rest of the balloon.

We have made the front part of the base of the crown.

Inflate another balloon.

Attach the nozzle of the second balloon between the first two small bubbles.

Wrap the sculpture around your head to measure the size of the crown.

Twist the first bubble of the second balloon at the point where it touches the last two small bubbles. Lock the free end of the first bubble of the second balloon between the last two small bubbles.

We have made the base of the crown.

We can use the rest of the balloon to make one or two spikes. Use new balloons to make the rest of the spikes.

We can make this crown using different color balloons.

In the following example I made spikes using rainbow colors, as a result we made a rainbow balloon hat or rainbow balloon crown. The shape of our lady Liberty crown is well recognizable no matter what color balloons you use to make! Have fun and happy twisting :)
