Materials: a balloon, an air pump, scissors and sewing thread.

Inflate a balloon leaving about five inch flat tail (Pic 1).
Twist the first soft about one inch bubble (Pic 2).
Lock both ends of the first bubble in one lock twist (Pic 3).
Twist the second about three inch bubble. Twist the third soft about one inch bubble (Pic 4).
Lock both ends of the third bubble in one lock twist (Pic 5).
Twist the fourth about three inch bubble. Twist the fifth soft about one inch bubble (Pic 6).
Twist the sixth about one inch bubble. Later we are going to pop the sixth bubble. Twist the seventh soft about one inch bubble (Pic 7).
Lock both ends of the seventh bubble in one lock twist (Pic 8).
Twist the eighth about three inch bubble (Pic 9).
Lock both ends of the chain of the first eight (the first through the eighth) bubbles in one lock twist (Pic 10).
Twist the ninth about three inch bubble. Twist the tenth soft about one inch bubble (Pic 11).
Lock both ends of the tenth bubble in one lock twist (Pic 12).
Cut off the rest of the balloon (Pic 13).
Use scissors to cut the sixth bubble (Pic 14).
Use sewing thread of appropriate color to fix and secure all bubbles in proper positions. Simply wrap the sewing thread around each small bubble at the ends of the sculpture. Congratulations, we have made the Russian letter Ч or Number 4 (Pic 15). Have fun and happy twisting :)
